Job Title: Safety, Health, Environment & Risk (SHER) Manager Department: Administration

Overall Duties & Responsibilities: To Lead and manage the compilation, implementation and execution of the operational business plan regarding safety, health, environmental, rehabilitation and Risk Management issues with a focus on compliance, employee/stakeholder engagement, building organisational SHER capability and best practice clinical and management practices for the medical center. Ensuring that the company maintains compliance with the relevant legislation and provides appropriate medical services for its employees
Qualification and Experience:
Bachelor’s degree in Environmental Sciences or equivalent experience required
Minimum 10 years of experience in environmental/sustainable development management issues including 5 years’ SHER management experience gained in the mining,
engineering or heavy industry.
Demonstrable understanding of SHER legislation and compliance requirements for the Republic of Sierra Leone
Demonstrable excellence in strategic and operational mine management
Experience in developing strategic and operational social corporate plans/initiatives and managing change
Very conversant with traditional customs, languages and practices
Key Accountabilities:
1. Manages Safety, Health, Environment & Risk
Activities:
Oversee all aspects of the day-day management of SHER departmental operations, processes and
people
Translating the SRL operational strategic plan into a SHER business plan in consultation with the COO
Responsibility for ensuring compliance with statutory requirements.
Continually seek opportunities to increase business satisfaction and deepen community relationship effective management of SHER Department
Oversee sustainable development initiatives planning via engagement, consultation,
stakeholder analysis, building partnerships, understanding impact assessment and program and project management
Organize community level Public Consultation, sensitization meetings with key stakeholders.
Develop appropriate Standard Operating Procedures, policies and procedures to enable
effective identification, development of mitigation plans and periodic review of risks across the
business.
Ensuring the delegation of objectives to operating SHER personnel within a control framework to ensure that objectives are continuously monitored, achieved and reported upon
Taking appropriate action when it becomes evident that operational objectives may not be
achieved and providing advice and action plans on how the situation could be rectified
Keeping the COO informed regarding progress with the achievement of strategic SHER
objectives
Oversee all aspects of the day-to-day management of SHER departmental operations,
processes and people.
Providing leadership in championing and driving high levels of SHER accountability and results
through promoting a culture of continuous improvement in all SHER activities.
Ensure the development of short, medium and long-term SHER planning to meet agreed budget
targets and amend where necessary.
Management of appropriate optimisation processes in conjunction with corporate requirements.
Ensure contractors operate within the boundaries of all Sierra Leone legislation
Develop effective management reporting, and follow issues up regularly with operations
management to ensure that the required targets are achieved.
2. Manage environment and Rehabilitation
Activities:
Manage the development of rehabilitation management plans and systems including closure
for the SRL operating mine site.
Manage environmental issues to ensure legislative compliance and achievement of best practice to meet corporate objectives.
Ensure correct levels of environmental approvals are in place for mining in areas.
Ensure rehabilitation target areas in budget are
met.
3. Managing Diverse Staff and Processes:
Sets challenging goals and performance standards for staff.
Adapts to change and develops effective change implementation strategies.
Models professional, organisational and team standards as reflected in the company’s vision
and values.
Improves the skills and effectiveness of team members through challenging assignments and
development (utilising the company’s training and development framework).
Creates a cooperative team environment by fostering mutual trust and respect.
Delegates levels of authority, responsibility and
accountability appropriate to the achievement of goals and individual challenges.
Seeks and utilises, where appropriate, functional resources.
4. Profit & Loss Accountability:
Support the overall budget setting process.
Act as a lead manager regarding continuous improvement in the operations.
Accountability for monitoring and delivery of performance against budgets.
5. Environment, Health and Safety:
Develop and carry out activities in compliance with statutory requirements and company
environment, health & safety policies.
Report all personal injuries, incidents, near misses and hazards, and assist in investigations when required.
Facilitate Company’s compliance with environment policy, procedures, statutory
requirements and regulations, particularly in the areas relevant to the duties of the position.
Promote and facilitate compliance of the relevant contract personnel with company safety policy
and procedures.
Advise SRL’s business leaders SHER matters and continuous improvements
Ensure compliance with Sierra Leone Mines & Minerals Operational Regulations 2013.
Ensure compliance with the regulations associated with the EPA and Environmental
Impact License.
Ensure all hazards and incidents are reported in line with the Iluka Hazard, Incident & Emergency Classification (GUI1135).
Ensure that all injuries are managed within the Injury Management Guideline (SRLGUI001).
Ensure all incidents are managed within the Incident Management Guideline (SRLGUI002).
