SoW: EU Stands with Salone Project
Location: CRS/Sierra Leone – Based in Freetown
Dates: ASAP for 3 months (August 1 – October 31, 2020)
Position: Senior Implementation Adviser for EU COVID Response Grant
Reporting to: Head of Programming
A. Background Information
The Freetown City Council (FCC) developed and is currently implementing a COVID-19 response plan that covers three key areas – behaviour change communication, behaviour change support, and isolation and containment support. The European Union Delegation in Sierra Leone committed 2.23 million Euro to support this plan and CRS is implementing this project. CRS Sierra Leone recently launched the EU-funded “Supporting Freetonians Respond to COVID-19” (#EUStandsWithSalone). The project will support the efforts of Freetonians to prevent and manage the current COVID-19 outbreak in Sierra Leone with special focus on 350,000 residents of informal settlements. Among others, the project covers community engagement, mass media distribution, TV series production, provision of water, provision of PPE and handwashing facilities, flood mitigation, urban farming, sanitation activities, contact tracing, local mask production and isolation and quarantine facility management. Scope of the work
The service of a qualified and experienced Senior Implementation Advisor with extensive experience in emergency response management is needed to undertake the following activities:
A. Lead planning and implementation of project activities
Working closely with the emergency response program manager, ensure all activities are jointly planned with project partners and rolled out to high standards of quality. Track progress of activities and ensure there are no delays. Work with CRS operations teams to facilitate required operational support for activity implementation.
B. Coordination of implementing partner activities
Ensure that the three project implementing partners (Sierra Leone Red Cross, FEDURP/CODOHSAPA, and Caritas Freetown) are supported to deliver high-quality activity implementation. Collaborate with CRS technical partnerships advisor to ensure that issues and challenges are proactively mitigated and resolved. Ensure regular communication with all implementing partners and with the Freetown City Council (FCC).
C. Strategic oversight
Ensure that the emergency response program manager and the rest of the EU project team are supported to maintain the strategic vision of the project as captured in the project proposal, log frame and budget. Review emerging issues and provide guidance and solutions for resolution.
D. Monitoring, evaluation, and reporting
Ensure that the project indicators and targets in the log frame are met. Collaborate with the country MEAL coordinator to rapidly develop the project M&E system including data collection tools. Ensure the tools are used correctly and data is collected, analyses and reported accurately. Ensure all project partners report as at when due.
E. Financial management
Ensure project budget implementation is on track and spending is accelerated to meet deliverables. Work with the finance manager and program manager to provide financial support for activity implementation and support the resolution of bottlenecks that delay payments to beneficiaries.
The consultant shall prepare the reports in English language.
Note: The Consultant shall provide basic office equipment (including computer, software, fax
machine, and/or copier) and workspace at Consultant’s expense as necessary to provide services under this Agreement. If it is necessary for Consultant to perform consulting services
under this Agreement at CRS’s place of business, CRS may provide temporary workspace to the extent CRS deems necessary.
B. Deliverables and Payment schedule
Deliverable 1. Monthly reports By the 5th of each month for the previous month and approved by the HOP
Deliverable 2. Weekly Updates At the end of each week provided to the HOP
Deliverable 3. Monthly timesheets By the 5th of each month for the previous month and approved by the HOP
The payment schedule will be discussed and agreed before contracting but CRS prefers a
monthly payment schedule.
C. Knowledge and skill requirements:
• Excellent knowledge and understanding of emergency program management in Sierra Leone. Experience in health emergencies preferred.
• Excellent partnership management skills with experience working with implementing partners
• Excellent verbal and written command of English and Krio.
• Good social and communication skills.

• Education, Qualifications
o Bachelor’s degree in any relevant discipline and at least 10 years of experience in emergency program management
o Experience with managing complex partnerships and navigating partnership issues
o Demonstrated experience in managing projects of similar complexity and nature, including demonstrated capacity to integrate emergency response activities
o Ability and demonstrated success to work in a team, to effectively organize its work and to motivate its members and other project counterparts to effectively work towards the project’s objective and expected outcomes.
o Good communication skills and competence in handling project’s external relations at all levels.
